If a mobile phone has not been activated, does that mean I could activate it to any network I would like?

nope, you cant activate a mobile, you can only activate the sim inside the mobile. depending on where you bought the phone it may be unlocked to all networks, otherwise you will need to buy (some have free) an unlocking code0
