Could it be for the temporary (7 / 14 day) insurance that a lot of car dealers give you now when you buy a new car, and they want to make sure that you meet the insurance criteria (i.e not too many points or banned)?
If so and you don't need the temporary insurance, then they don't need to see the licence0 -

Each time my wife has got a new Motability car the dealer has been required to inspect (and photocopy) both parts of our driving licences before handing over the car.
I understand that that is to do with the car insurance that comes with Motability cars and is very strict.Remember kids, it's the volts that jolt and the mills that kill.0
