New Central Heating System - How Much?

I have just purchased a new house which needs a new Central Heating System and I wanted to get a view on prices - the property is in London (Lewisham SE13).

It is 3 storey 5/6 bedrooms with a Lounge, Kitchen/Diner, Utility, 1 Family bathroom, 1 en-suite & 2 separate w/c's. There will be 11 radiators & 4 heated towel rails (Also a Gas connection to the cooker).

As there is only an existing piecemeal system this does include all new piping, however I am looking to supply the radiators myself and am interested to get your view on price. I have had 2 companies quote (both using mega flo system) - one for £8.5K the other for £11.5k.

I thought they seemed a bit high (particularly the later one) and would appreciate your views.

    Which boiler? Output?
    Size of Megaflow tank?
    If the 2 quotes are not for the same hardware then that could make quite a difference.
    No free lunch, and no free laptop ;)
