Their response will be, and I paraphrase.
"We issued a PCN. We are right. You are wrong. Pay up"
However the fight is yours not ours. It is your PCN to do with as you will.

It's been almost 2 months now since i received this PCN. I appealed, but still have not received any response. I phoned to see what was going on, and they said the PCN was "on hold," and that i would still be entitled to pay the reduced charge once they had responded to the appeal and that a note has been put on the file. They said they could not advise when i would receive a response.
Does anyone know if there is a time limit which the council has to investigate the appeal before the PCN becomes invalid?

I thought it was 56 days for the pcn and 6months for the nto, I hope others will correct me if wrong.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Surprisingly enough there is no time limit laid down for a Council to respond to an initial informal challenge/appeal.
The 56 day rule relates to responding to a formal appeal following service of the NTO.0
