Does anyone know where i stand in appealing this?
I parked in a pay and display next to a royal mail delivery office (didn't notice, assumed it was a royal mail car park), ran to collect a parcel, returned in no more than 2 minutes (there was no queue whatsoever). No car park enforcer could be seen (small car park). Would have taken the same time to actually buy a ticket.
In those 2 minutes, a warden had seen me park from hidden spot, issued a ticket, and disappeared again. The ticket was placed between windscreen and bonnet out of view of driver to avoid contest, so i did not see it until approaching from passenger side later on in the day (so unable to take photographic evidence, etc).
Any thoughts? Thanks.

Have got any more details, like who has issued the ticket, is it a council ticket or private company?0

How do you kno wit was a hidden spot.. if you didnt see it was a P&D then maybe you missed him..one of the famous 5

It's a fair point, it is possible i missed the warden although when i was looking around the car park for a space i couldn't see anyone but he could have been round the edges somewhere.
I had understood that you are allowed to stop and load/unload personal items for a few minutes anyway, or is this not the case?

Copy/photo/scan the ticket. Host on tinypic and copy the url. Remove personal bits and post the url into here. Remove the http://. bit and the knowledgeble ones can look at it.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

The only thing I can see is that an NTO will be served on the owner. The nto will actually be sent to the Registered Keeper. I'm not sure if this is relevant or useful.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

I do not see that it complies with http://www.legislation.gov.uk/uksi/2007/3482/regulation/3/made
Obtain the Off-Street Parking Places Order for that Car park. They are often fruitful.0 -
Thanks for all your input.
I have already written requesting details of the car park in question relating to loading/unloading etc so hopefully will get that in the next couple of days. I'm due for an official response by end of today as well.
Unfortunately i can't afford to risk paying the additional charges associated with carrying this on (like i'm sure most people, probably why they get away with it so often) unless 100% sure i can win an appeal. Will see what their response is.
