Does Royal Mail's Opt-Out Form work for JUNK MAIL?

My experience of Royal Mail opt out is quiet varied. The first time I tried it, it was excellent, and all the junk stopped (tried this in conjunction with MPS)
The Royal Mail opt out is only valid for a certain period (forget what this is now) after the period has lapsed the junk starts flowing again, and you need to complete another opt out.
When I renewed my opt out, the second time around the results were varied. Sometimes I would receive junk with my mail and other times I wouldn't.
I think the results vary depending on how well your local sorting office is run or the quality of your postman.
The Opt out does not prevent you from getting important local government mailings or electoral posts despite what they will tell you. These are just idle threats to dissuade you from opting out.

the government mailings they are referring to are the likes of council newsletters/papers and electoral leaflets0 -

I worked for a Direct mail company for 13 years so i know what junk mail is . The mail i was trying to stop was the iceland flyers , the junk food resturant flyers etc i know its the postman because i work afternoons so am at home when the postman comes . When i went to the sorting office to get these stopped i was told if the iceland flyers junk food flyers stopped then anything that is addressed occupier would also stop . I now just put them back in the post once a week as i have to walk past a post box on to take my son to school
so that would be unaddressed mail
if it has your address on it then the D2D opt out does nothing0 -
take a walk to the post office and speak to a member of staff about how you want your mail they should be able to give you the details you need there:A VK :A0

I thought that might be the case. At our last house the previous owners had had their post redirected. It worked great except for every Saturday.....
Still 6 days out of 7 was still better for us than none!0
