Read the story properly, that's if you can read!! She has a NHS permit which entitles her to park for 30 mins (minutes to you) in spaces other people aren't allowed to.

Hey AMOEBABRAIN; she was displaying an NHS permit. Furthermore she was parked in the space allocated to the patient she was visiting. The patient thus has custody/control of that space. No other permit required.
