Yes, the informal appeal is your response (as the driver) to receiving the PCN.
You get a second chance to appeal if they refuse to cancel the PCN - that will be your formal representation as the owner, in response to them issuing a Notice to Owner (later on).
And you get a third chance, to put your appeal to an independent adjudicator. If I were you I would be planning on appealing this one all the way.
Obviously it's your call as it's your money, but there's no extra risk even if you go to adjudication you only ever have to pay the non-discounted fine if they don't find in your favour. But I would be thinking, never mind about the initial (discounted) fine doubling and all that jazz! If you have a good case then you wouldn't be wanting to pay anyway would you?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you get an informal appeal in, received by the Council, before the end of the 14th day including the date the PCN was served (i.e. count on just 13 days) then, yes, they should re-offer the discounted fine. Your PCN will state this on the back I expect.
But my point above stands, what does it matter? Never mind about the initial (discounted) fine doubling and all that jazz! If you have a good case then you wouldn't be wanting to pay anyway would you?
