Mobile Phone payment charge advice plz?

Hi folks, my other half has just finished a very hasty phone call with a vodafone representative! Now the problem is as follows: She missed 1 bill! now that she has been paid her wages she phoned up to settle it as they dont let you use there services online if you have missed a payment. The sales rep on the phone said she owed them £25 (yes was expecting that - prev bill) (£25 this months bill - expecting it) (but then £175? to be reconnected wthell?) her contract is up on january, and the very cheeky rep on the phone said your phone will be off until the £175 is paid? surely this isnt a default charge? any advice folks very much appreciated!
