deleting your cookies wouldnt make you PC much faster and yes you will loose yore login data.
to restore your PCs performance try this
START/RUN type "msconfig" click on the startup tab, you can safely untick most of the programs here that auto run in the background and hog your PC's CPU, only leave ticked what you want to run ie robotaskbaricon for instance and your antivrus software.
for example I have 50 programs that would autorun but only have 3 that I need.
