Anyone may bring a private prosecution.
But that requires prima facie evidence of a crime.
Which is of course utterly lacking in these cases.0 -
Lots of references to "Fixed Penalty Notices" on that page as well, and the only way to pay is via paypal (after a lovely handling fee is added) if anybody was stupid enough to want to pay.
PayPal are very eager to lock accounts for 180 days, especially when people keep making chargebacks....0 -
