Which Tariff would be best?

Any advice which way to go?
My son has been out of contract with his iphone on o2 for over 12 months, he hasn't lived in the UK for over 2 years, but wants to keep his number and use his iphone when he comes to visit (only 2 or 3 weeks a year) Last year he swapped to iphone simplicity sim at £20 month rolling contract, Now to me it seems such a waste of money, can anyone suggest a PAYG or sim only deal that he can change to so that he will only have to top up when he is actually going to be in the UK and using the calls text and data? I suppose any network would be ok as they all have iphone suitable tarrifs now?
