I'm also unsure about positive being the default. Why shouldn't neutral be the default position. To me, neutral says "I bought an item, they supplied it". So why does leaving a neutral result in some much catastrophe? Why can we not have positive for exceptionally good, and negative for exceptionally bad? Neutrals seem to be treated as if they are as bad as negatives, and I don't really understand it.

The reason for this is historic....

Ebay used to count all NON positive feedback as a 'Bad' feedback and that included neutrals and Negs. Many moons ago before TRS and DSR star ratings they used to have a NPS (Non performing Sellers). They way they worked out if you were non performing or not was by counting up your non positive feedback. You were allowed 5% non positive before being hit with a warning and then a 30 day ban. They used to give you 1 point for a neg and 0.66 point for a neutral. Then if your total of 'bad points' was more than 5% of your positive ratings you were a NPS.

Anyone that freqents the Ebay community boards will remember this as around the time sellers were dropping like flies due to large number of neutrals (which as you state should have been no big deal by definition of the word neutral).

At the time Ebay simply stated they were using this method to rid the site of bad sellers and it would invariably end up with some good sellers getting caught by the net. The good sellers that were accidently caught were nicknamed 'Dolphins'....

    Those were the days:(
