budget smart mobile phone with free GPS/sat nav

Hi all..am finding it difficult to get good reviews on which mobile phones on the market are cheaper(than HTC, iphone) but are smart phones and can do the work , in particular have good free GPS/sat nav on it..
dont want to pay subscription for gps or for downloading uK maps:mad:..
but heard that Nokia phones are doing good in terms of sat nav facilities(when compared with market leader tomtom)..is Samsung Vodaphone 360 is a good option as well?
any suggesations from experience...:D..which models to look into and where to get from..any good deal around..etc..:T
