Email the buyer and tell him you won;t sell to the US.

Email the second highest bidder and offer them a second chance to buy (not sure what it's called).

first of all open a NPB dispute.
Select buyer has not paid and then select the buyer requested shipment to an uncomfirmed address.

That email doesn't look to me like a paypal contact. And the general tone of the message looks like "over-reassuring", so to say.
Are you sure he has bid for that? That you haven't received instead one of those messages sent randomly to people to make them give their details?
I would contact ebay and paypal services, directly, and tell them about this. Do not use any link included in this guy's messages.

"The tracking number will be used to confirm and verify shipment and within
minutes of the item been shipped to the buyer's shipping address provided"
And this must be some sort of joke. They don't expect anybody to believe it, seriously?

once you go through the NPB process you will recieve your FVF's back, then once its closed (which i think in this situation is instant?) Relist it and when it sells they will then credit back your listing fees also :)

    Mobile phone by any chance?

Classic Nigerian based scam.Fake PayPal email too.
Open a NPB on him, and relist your phone.
Don't bother getting into communication with him either.

still forward it to spoof@paypal.com at least that way you will know for certain it is dodgy and they will be aware of it - whether they do anything about it though is something else entirely
