I got one thinking I could register it with paypal. Would you believe it but you can't?! I was within the cooling off period so cancelled and was refunded my £5. Paypal card is a complete waste of time.
It depends what you use it for, I by no means use it regularly but if you have regular funds going through your Paypal account it is handy to have around for use both in the UK and abroad. The charges are fairly reasonable in comparison to other similar cards and money can get onto it from Paypal within 24 hours.

I got it essentially because its quicker to put money on the card than send it to my bank account.

The £5 charge at the start is just that a set up fee. I have not been charged anything since.

There are no other fees unless i want a new card in the future.

Its handy as its like a debit card and has the visa logo. I know its not a debit card its a top up card.

I think there is some confusion on what the card actually does. It allows you to spend your paypal balance quicker than withdrawing your paypal balance to your bank account.

Once you are up and running its really very simple.
