help or advice please 1phone 4

hi guys i got a new iphone 4 on the 27th july and all was working fine with it except the camera which had issues,so today i recieved a new iphone 4 and have set it all etc and it either comes up with NO SERVICE or 1 bar on the signal (my other iphone 4 had full signal strength) i can barely make a call or recieve any calls.
i have contacted the network provider 3 and they have said that most of the iphone 4's come with this signal problem and there is nothing they can do they can either offer me a iphone 3 or thats it...i dont want the older phone and had i have known that this was the case according to them then i would have stuck with my other iphone 4 with the faulty camera as at least i had a signal. i have had a bumper on it (both phones) from the start and im rather annoyed that i am stuck with a useless phone! they say they can only do 1 more exchange and then thats it, if the other phone i exchange for is faulty they will not even exchange it all then...can anyone offer any help on my situation??:(

ive done the reset/restore and nothings changed
im sooo annoyed as they say that they havent even got the iphone 4 in stock to change/exchange it and if i do manage to get another exchange and thats broke then they wont even entertain any more exchanges on it!!

Go to Carrier within Settings and make sure 3 (3G) is selected and not 3
