Oil ran out in tank because of faulty gauge

Hi Guys
Need a bit of help. I moved into a rented property last october that had oil rather than gas. The landlord charged us £150 for the oil that was in the tank already. I checked the gauge weekly to see if the oil would need topping up, but it always read that there was oil in there. Come april this year, the heating stopped working, and this was because the oil ran out (even though it still read 1/4 tank!)
I know that this cant have been good for the boiler.
Well due to financial problems, I couldnt refill the tank so it has been sat empty for a while now. I am due to move out in a few weeks and really dont want to pay £250 to have the tank filled with the minimum, when I have technically paid for the oil I used.
What is the effects on the boiler, and the process to get it running after a refill?
And can my landlord expect me to refill it, when it was down to a faulty gauge and no fault of my own?
