    start run
    chkdsk c: /r

    answer Y
    reboot

Consider backing up data, and using acer erecovery to restore to factory settings, there's a lot of bloat there, is it slow, how much ram?

This may be the cause of the rundll window

    task manager, performance, physical memory

if peak commit charge is higher than physical memory total, it will be slow, because you have too much running at startup

not too bad then, but you still have nearly a GB of bloat running at startup

    run the chkdsk first.

What you do after that depends if you are prepared to wipe it (after backing up data)
