I used to work for a large Estate agent doing property management and a lot of my time was spent looking in to bond claims/check ins and outs etc.
In my opinion, I think the LL does not have a leg to stand on.
He is wanting to sue you for costs for cleaning and a locksmith.
a) I doubt he would be able to prove the place was professionally cleaned before you moved in and b) even if this was proved, this money for cleaning and locksmiths would be money that would have been taken from the bond. As soon as he or you mention the bond was not protected, he would get laughed out of court (after being landed with a hefty fine and or prison sentence) You should have rec'd notification within 14 days of the start of the tenancy that the deposit was registered with an approved scheme.
-Didn't give us a gas safety cert This again would land him in serious trouble as this is braking the law cue another hefty fine and or prison sentence.
-Hasn't got LL's insurance - Do you mean Landlord insurance to protect him if you dont pay rent or as in Buildings and contents?
-Hasn't got permission from lender to sublet - He would probably only get a slap on the wrist for this and be asked to change his mortgage product.
-We were meant to move out on 28 July (mutual agreement via email to not coincide with end of rental period- deposit perfectly covered rent to 28 July) but we actually left on 25 July, so stopped paying c.tax, utilties etc. This is fine as long as you called and gave dates/meter readings to the companies involved

Thanks for all the constructive replies on here.
It looks like the key things going against him are the gas safety certificate and lack of deposit protection. And against us the putting the keys through the letterbox (the flat really wasn't in a bad state when we left, it just hadn't been professionally cleaned).

I would report him anyway about the bond! I read about a case once where the LL had to pay the TT's back there deposit and then some!I’m selfish, impatient & a little insecure. Here we have a fine example of a one time LA employee talking cobblers. Failing to scheme register a tenancy deposit is *not* an act subject to imprisonment or a hefty fine. Penalty payment, the award of court costs, and the return of the deposit under civil law possible, yes.

To whom do you suggest the OP "reports" the LL? Whilst a TRO may be interested to know who does what on his or her patch, the OP/T's only way forward in the event of non registration of deposit is to sue the LL in the County Court for the return of the deposit, asking for costs, interest and penalty payment.I would report him anyway about the bond! I have my deposit anyway (as LL used it for last 6 weeks rent).
Should I report the gas safety cert thing anyway? For the sake of the next tennants as much as being vinidictive?? Or should I wait to see what his response is?Mortgage£148,725 Student loan£13,050 HSBC loan£12,221

Personally I would report because faulty Gas equipment can have serious consequences xI’m selfish, impatient & a little insecure. I make mistakes, I am out of control & at times hard to handle. But if you can’t handle me at my worst, then you sure as hell don’t deserve me at my best.
