I have a few questions to ask about this -
Has parking on white zigzags been decriminalised or not? Apparently the police can issue an endorseable FPN for it, and the council can also issue a PCN.
Does this mean that this offence has two different penalties depending on who catches you?
Could the council now report the OP to the police who would then issue their own FPN resulting in the OP being done twice for the same offence, ie double jeopardy? Or does it depend who gets there first? What would happen if a police officer and a council employee saw the offence at the same time?0 -
I was reading a bit of the General Regs and the Appeals Regs the other day (as you do!) and think I saw it in there, that if a Fixed Penalty issued by the BiB has already been paid, for the same offence/time/place then the Council's PCN must be cancelled.
I certainly read it only this week in some Regs or other!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
