pcn on zig zag

Hello
I was wondering if anyone can help.
I was issued with a pcn 99j by London Borough of Newham.
Basically i was dropping someone off on a zig zag as the usual space i drop them off next to the zig zag had too many people walking past.
I was stopped between 10 to 15 seconds and got caught on camera
time was 8 something in the morning
Just seeing if anyway around this one or just save hassle and pay up?
Thanks in advance for your replies

No way round it really - it's a big no-no
The Zebra, Pelican and Puffin Pedestrian Crossings Regulations and General Directions 1997 - Part 1 Sect IVProhibition against the stopping of vehicles on crossings
18. The driver of a vehicle shall not cause the vehicle or any part of it to stop within the limits of a crossing unless he is prevented from proceeding by circumstances beyond his control or it is necessary for him to stop to avoid injury or damage to persons or property. This is a system account and does not represent a real person. Well, yes, I agree stopping on a zig-zag is an absolute no-no.
But that doesn't mean there's no way round it. It wasn't issued by the Police, it was issued by Newham Council so it's always worth a post on pepipoo to see if the PCN is compliant:

Oh, and Newham are well known for sending out postal PCNs too late! A pepipoo example:

This one may be not worth an appeal - who knows? But I would never think anyone on MSE should be told there's 'no way around a Council PCN' just because a contravention may have been committed and they may appear 'bang to rights'.
BTW I am not condoning stopping on zig-zags - in fact I can't stand seeing people who do!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you both for your very quick replies.
I will pay up
I can't stand people who park on it either, cant believe i did it myself, annoying when i see the picture they sent me, two thirds of the car is a ok place to park, the other third the right side wheels are on the edge of the zig zag.
(If only those people were not walking across the space and I werent in such a rush to drop of mates.)
It wont happen again0 -
Are they white or yellow zig zags?0

white lines0

Did they send it to you within 28 days of the offence? See above typical 'too late' Newham PCN link.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Consider yourself lucky that it was the council who took action. If you were given a fixed penalty by the police for a pedestrian crossing offence, it would come with 3 penalty points too. Not only that, but there would be less chance of finding procedural faux pas with police tickets as there is with bungling councils.0

An excellent point.
I second that question. It is important.0 -
yes they have, they sent it 2 weeks after and i seemed to received it 3 weeks after offense date0

Unfortunate to say but that is miraculously quick according to their normal standards. Units of measurement being in months.
No leverage there, which leaves the paperwork as a possible source of sufficient error by the council.0
