Ofcom have announced the 116 prefix will be FREE for all phone users, inline with Europe.

This number range has been around since last October.
Great idea - and will be the same number in EU for an equivalent organisation.

Charities awarded 116 European helpline numbers in the UK - October 28, 2009


Ofcom today confirmed the organisations that will run the first pan-European 116 helpline phone numbers in the UK. ... The following organisations have been selected to provide their services on these 116 numbers:

• Missing People will use 116 000 for a missing children helpline;
• NSPCC will use 116 111 for its ChildLine service; and
• Samaritans will use 116 123 for an emotional support helpline.

... (These numbers have been) made available by the European Commission as part of its aim for certain social value services to be contactable by the same memorable number in all Member States.
