It's not your fault that the bids didn't go higher, either to reach your max or to outbid you.Well have to give her credit, she's sent the item & I see she would have made quite a loss on it, if it were me I think I'd prefer a neg, still a lesson learned for next time to never list an item less than what you're prepared to accept.

Yes, that's why it is so important to pay even if seller refuses to sell. Assuming they haven't changed it - again, then you get a note to say that seller X has opened an NPB on you and you need to go to the resolution centre to sort it out. When you log in it tells you the same and takes you to the dispute where you can either pay by paypal and/or make comments.
