They may not have enough funds in their paypal account to refund you, though their attitude is just so wrong and it is their job to ensure you receive your jeans.

I have had items turn up 3 weeks after I ordered them, also had a next day special delivery item turn up exactly 7 days late, Royal Mail were at fault.

I assume you/they claimed re the special delivery item delay.

Is she a new seller? May just simply be confused, perhaps you could try being a little more understanding? Not everyone is 100% clued up on the rules and such. Have you explained to her that she can claim from RM?

The sender is the only one who claims. The sender is the person who has made the contract with Royal Mail not the addressee.

How much leeway can you give though for total ignorance? Frankly this is why I steer clear of any seller with little obvious selling history. I don't want to be the one they experiment on.

OP said in their, er, OP that they had told the seller they had to claim from RM, but seller wants the buyer to do the claim.

Any mention of Ebay or Paypal disputes in feedback will result in it being removed, it is a breach of policy.
