Council tax on new house

I'm thinking of renting a house that a friend is building on his own land, it won't be ready for months yet, but am trying to work out now how much it might cost me to do so. He hasn't yet decided on the rent and that might be the end of the idea if it's too much, though unlikely. Other expenses will be similar to here. The only thing I haven't a clue about is the council tax. At the moment I'm on band A, and the new house is bound to be more. How would a council assess the tax on a new house, and at what point in the build? I've looked on the VOA website but can't find an answer to this.

    They will base it on what that house would have been worth (estimated)the last time council tax bands were set.

    The VOA won't usually assess a house for CT until it is completed or a completion notice has been issued by the council.

    If you are able to supply the local VOA office with plans of the newbuild they may be able to give you an idea of the probable band.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    The band is based on the value of the house in 1991. If it's a new house it's still the value the house would have had in 1991.
    That's from my council website. Double check with yours.

    Bands are based on the open market value as of 1 APril 1991.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
