I'm on OVP o2 200 tariff - but was sure i'm on the payg basis with regards to data usage, my latest bill shows:
Originating network Place called Call class Megabytes Cost
Orange Orange WAP Data 4.5515 £10.294
Orange Orange Internet Data 1.9560 £3.323
Total exc. VAT £13.62
is this correct? can anyone explain these charges please?

The Orange Pay Monthly Price Guide is available in PDF here. See page 9 of the PDF (or page 16 of using the booklet numbering).
Presumably, you are on "Pay as you use" which is £3 per MB for the first 3MB, £2 per MB for 3MB to 15MB and £1 per MB after 15MB.
If you use more than just over 1MB a month, then you want to move onto an "Access Pack". If you do, check your bill is correct as I did that and was charged twice; once for the access pack and again on the "Pay as you use" plan.0 -

No Orange contract 'charges on the PAYG basis' as you put it. Contract on pay as you use is £3 per MB. Cheaper if you purchase bundles.
