Wrong registration number on the PCN - do I have to pay this fine?

As has been advised just wait and see what the council does, its most unlikely they will contact you. If they do come back for help.

No need. They can either sent an NTO to the RK of the car whose details they have, or they can do further checks and write to the OP. However, what they can't do is to correct their error now.

Dear Council,

One of your minimum wage illegals issued a PCN with the VRM A123 ABCD and affixed it to my vehicle.

My VRM is actually A123 ABDC so I thought I would drop you a line to let you know that you won't be getting any money.

I disagree, quite strongly.

Just leave the council in its own mess. If they issue an NTO to the poster the council will be clearly unlawful.
