Looking for Low usage service - NON LLU

I was asked by my neigbour about broadband access.
She will be a very low usage account
Her telephone is with Talk Talk, but they want £18 a month to add broadband as the exchange is non LLU
Are there are low usage accounts around, for non LLU exchanges?
We are not in ANY opperators mobile 3g coverage, so that is not an option either

low usage i would say newnet or plus net would be worht looking into plusnet will more than likely be cheaper but i know from person experience that newnet are a great ISP (although now on Sky unlimited)Drop a brand challenge
