Private Perking Ticket (i think) - Pay and Display.

Today I recieved a parking charge notice in a Pay and Display in St. Annes. I had paid and displayed but the ticket and fallen off the window and landed on the driver's seat (but was still in perfect vision if the issuer had bothered to look). The PCN was issued at 1323 and my ticket expired at 1443.

The issuer is CMS UK Limited. Am I right to assume that this is Private and not operating for the council?

I've kept the PCN and my pay and display ticket.

I am presuming that if I appeal, they will want me to post the ticket to them but obviously I'm not prepared to do this as it's the only evidence that I have that I had paid for a ticket.

I have read the guides on here and can see that it is advised to just ignore it.

I'm just looking for a bit of advice/reaffirmation that ignoring it is the best way to go in my case. Thanks in advance.

Dammit just realised my typo in the title. Looking like a complete berk in my first post - way to go!!! I'd appreciate if an admin would correct it for me :)

    Please do not change the thread title, several regulars on here will appreciate the irony I am sure (Perky is the owner of one of the PPCs). :rotfl::rotfl:

    As long as you are sure that it is a private ticket just ignore all/any letters. I believe that there are cases were a PPC works on behalf of a coucnil, so if you can post up scans of the ticket, removing all personal/car data, and someone can double check for you.

    You can edit it yourself, go to edit then 'go advanced' button, bottom right of grey editing box, you are then given access to your subject line.

    The clue is in the text for pcn, parking charge notice, its fair to assume its a private parking ticket, so just completely ignore the ticket and all letters from the scammers.
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Yep, look to see if it says 'Parking Charge Notice' and has no logo from the Council at all.

    A real Local Authority ticket would be a Penalty Charge Notice, with a Council logo.

    If yours is the former (and I have heard of CMS who ARE a private parking company who I have never heard of as acting for a Council) then make a paper aeroplane out of the rubbishy ticket. Just as the legal adviser on Watchdog did in April/May here:

    Although CMS are not shown, I suspect their debt collectors are (most PPCs use the same firms to send out stupid pointless 'pay up' letters, all are shown on that thread). If you get any different letters - that will make a nice change! - please keep them all and post links to scans of them on that thread when you have got a few months down the line and the letters have fizzled out.

    And if you want further light reading, you'll find most of the current threads on that last link are about PPC tickets - every single person is ignoring their ticket and most of the regulars here have ignored at least one ticket and would quite happily collect more. Myself included, I would be more than happy to get another ticket and to think I was costing a PPC money to write to me again!

    Apart from that, enjoy the Summer and spread the word about the scam of private parking tickets.

    Hi OP

    The 'ticket' that you have unfairly have been given and issued with, is in fact unenforceable by any means.

    The only time you need to act upon one of these 'tickets' is when it is either issued by the Police or the Council, no other times do you have too.

    Simply ignore the 'ticket' and do NOT pay it.

    It is likely that the company will make a request for the registered keepers details from DVLA Swansea, they will then write to you requesting payment in so many days before they make empty threats of passing it to a Debt Recovery Agency.

    Simply continue to ignore any request for payment, it is not a ticket but in fact an unenforceable invoice.

    Whatever the contents of the letters state, such as bailiffs or court, even affecting your credit rating, they are all hot air and empty threats with no thing to worry about.

    Stop worrying about it and ignore any letters from them, they don't have the law on their side and are trying to make a quick buck!

    Thanks for the advice everyone. I really appreciate it. I'll just ignore it and be entertained by colourful paper coming through the post.

    CMS are well known round your way.

    Expect some rubbish from them, then some junk from Roxburghe and then 2 letters from Graham White.

    Ignore the lot and they will go away.

    Talking of Perky, I can't remember the last time we saw a CPS invoice on one of the parking forums. Are they still going??

    My husband got a parking ticket at a local supermarket as he was getting cash out from their hole in the wall to pay for his pay and display ticket - is this something which could be successfully appealed - does anyone know?

    All he got from the warden was, "I'm not interested in your excuses, Sir" as he tried to explain!!! (This was about 90 seconds after he left his car!!

    Any help appreciated!

    Just completely ignore the ticket as it is a private parking company trying to scam you out of money, these tickets are unenforceable in law, if it says 'penalty charge notice' on it and it has the local authority logos come back as you cannot ignore them as they are enforceable.
