Virgin Media TV cancel before install.

Hi there, having signed up for Virgin Media Cable (pending whether i can get the cable into my flat) I have read on the contract that it says:-
Now i was just wondering as i like to keep my options open. How long is this short period? And why don't they explicitly mention it on the contract?

Your right to cancel: Once you have signed this Agreemenr, you have a short time in which you can cancel it. Exact details of how to cancel will be sent to you by us.

You have 14 days from the date of install to make a formal request to cancel the contract, this period is called a 'Cooling off period' after such a time, to end the 12 months contract you would need to give 30 days notice and pay the remainder of the contract term.0

I joined VM last May and never signed the agreement although I assume I accepted it by taking the services. The following is an extract from the terms in my welcome pack.
"In addition to your statutory rights we offer a 28 day money back guarantee. The 28 day money back guarantee is available to new customers and existing customers taking a new service. Please call us on 0845 454 1111 within 28 days of service activation to cancel and we'll refund the 1st month's rental/package charge and any installation charge. You will only be charged for transactions (e.g. calls, text, purchases, service upgrades) not included in your package. Your statutory rights are not affected."0
