    Yes its a microwave vehicle detector which detects traffic flow and tells the traffic light controller whether to change to red for pedestrians to cross. No traffic = quicker time to cross, lots of traffic = longer wait to cross.
    The reason why you don't see microwave detectors on all traffic lights is it is speed sensitive. Road speeds over 35mph use detectors cut into the road surface.

    Not necessarily, whilst speed discrimination is used over 30, commonly in loops, anything cut into the road becomes a council liability and not a signal manufacturer (on contract) liability. Therefore they like to keep things onto signals and above ground.

    Significant steps have been made in trying to have above ground detection rather than loops, but that is going into another argument and I'm not in the public sector so not best placed to know the total ins and outs.
