Share of freehold flat with building problems

I am a FTB and found a fab flat a survey for which just turned in. The flat is fine, but a lot of problems where identified for the building itself, including roof repair, outside stonework deterioration and structural movement (not beleived to be on-going though). I am really struggling now to understand the implications as this flat has the share of freehold with three other flats. I have no idea how much those works will cost but I would not like to spend additional money on specialists surveys as in theory other flats should be concerned with this as well, but on the other side how I would find out what the repair bill will be in the nearest future. The surveyor really beleives that the outside interior of the building is in a really bad state, so he thinks if nothing is done in 5 years I will have huge problems selling the flat. Even though he agrees that the flat itself is very appealing. How I can find out that neighboors are cooperating and will foot the bill, obviously the seller will be prising them to sell...Based on their windows look they do not seem to be aflluent families. Any thoughts or experiences will be much appreciated.

Thanks but I am not in Manchester, my solicitors are checking the documents now, but even if the management company exists the question is why nothing was done to the building so far etc0
