Further, I went to DAL Free PC Help and typed 'istbar' in the search and found the following. Might be worth a try.
I assume that you have either Windows ME or XP
Temporarily disable system restore
Run a full Antivirus scan
Once declared clean, re-enable system restore
Reenable any Antivirus and firewalls.Down south where, unfortunately, the government does remember us.0
