I think this is coincidence, because this would only work if the flagging of suspicious foreign transactions was carried out by humans. It is usually done by computers with no human intervention.

Barclay's (used) to have a notification tool in the online banking for holidays. I haven't found it yet, but will look properly next time I log in.
