if the rules for something changed on a certain date but the website made no mention of it nine days after and was still showing the pre change ruling is that wrong ??0

It depends what the new rules are, why they affect you, and whether you have proof that on the date in question, the old rules were listed.Should've = Should HAVE (not 'of')

Are you thinking "random website you find in google", or do you have anything particular in mind?
I don't think you'll find much that says "That website must be up to date or else the internet police will be around to e-arrest you and e-throw you in an e-cell" but if you're talking about a business website they may have certain requirements to be truthful, provide up to date info, etc, regardless whether it's delivered by web, print or carrier pigeon.If you don't stand for something, you'll fall for anything0 -

Well I can understand you not wanting to put your life story up here, especially if you were given the cold shoulder last time here.
But detail does help. Knowing it's a govt. website does make a difference. I'd suggest the govt. department has a duty of care to communicate up to date, useful information. What that means in terms of how quickly a website must be updated, especially when you consider how fluid things are after an election where it's all change and the departments are probably struggling to keep up is another thing.If you don't stand for something, you'll fall for anything0 -

the changes in ruling was apparently known in March yet 9 days after they happened at the end of June the direct gov website made no mention of it , surely it should have been on there before this to give people plenty of notice0
