Because you have stated that you could not get the credit in your own name, and instead your brother is obtaining the credit in his name, but the facility will be for you your brother is 'fronting' for you. Therefore it can be classed as a fraudulent application.
Simpler way of doing it is to do a joint application with both you and your brother. This way you build up your credit history and do not have to rely on others.
BTW - you say it's a lot of money you need - but then say it's for rent deposit - where will you be renting? a penthouse flat in mayfair perhaps?
