Garden maintenance in a rented house

We live in a house with a garden that is surrounded by hedges/shaped trees that are over 10ft tall. They are in desperate need of a trim, the LL seems to think we should do it but I think it is classed as general maintenance and it is a massive job.
The garden is on a mud slope so to climb a ladder with a hedge trimmer would be suicidal.
Our tenancy states the following
" To keep the garden in the same condition and state of cultivation as it was in at the start of tenancy as stated in the inventory and to ensure the lawns and designated grass areas are kept mown and tidyand not to cut down or remove or alter the general shape of trees, shrubs" it then goes on to state that the LL must provide the tools to do so so that we can comply with this clause.
He hasnt provided us with any equipment and the inventory doesn't mention the garden at all, never mind the condition of it.
Should the LL do the work or should we?
If we should then does he have to provide everything we need to do the job safely or just the hedge trimmer?
Like I mentioned, it is a huge job and our neighbour has to employ a gardener to do hers once a year and due to the slope they have to use scaffolding.

Edit - apologises if this is a duplicate post, the board isn't showing my original post on the HB, R & S page but as a response has been given by Clutton then it's showing to some people.
