to get higher rate mobility dla (you need this for a motability car) she must match one of the following:
    Higher Rate
You may be able to get the higher rate if any of the following apply, even when wearing or using any aid or equipment you normally use (for example, a false leg).
    • If you cannot walk at all.
    • If you can only walk a short distance without severe discomfort.
    • The effort of walking could threaten your life or seriously affect your health.
    • If you are both 100% blind and 80% deaf and you need someone with you when you are outdoors.
    • If you have had both legs amputated at or above the ankle, or you were born without legs or feet.
    • If you get the highest rate of care component and you are severely mentally impaired and have severe behavioural problems.
if you think its v.unlikely she falls under any of those, you should report her and let the dwp decide.

there are hidden disabilities, but it doesnt sound like she fits any of the others, unless she can barely walk - but if you have seen her walking comfortably its unlikely

try not to jump to conclusions tho
2 esa medicals passed successfully (support group - it can be done!!)!! :j

I think the issue here is her supposedly abusing the use of the car - not whether she qualifies.

    ? dont get the relevance

'If you get the highest rate of care component and you are severely mentally impaired and have severe behavioural problems'

i would say its unlikely that she would qualify as being severely mentally impaired if she is able to drive. dvla rules are strict. im not allowed to drive and i wouldnt say im severely mentally impaired - that suggests total lack of control.

blue badge and high rate mob have different criteria.

i also wasnt judgin i said 'try not to jump to conclusions tho' because im aware it could be a hidden disability :)

it gives the op a chance to decide for herself.

it would seem your trying to cause a nuisance :D

edit: she would have a blue badge too automaticaly because she is on high rate mob
