to get higher rate mobility dla (you need this for a motability car) she must match one of the following:

there are hidden disabilities, but it doesnt sound like she fits any of the others, unless she can barely walk - but if you have seen her walking comfortably its unlikely

i would say its unlikely that she would qualify as being severely mentally impaired if she is able to drive. dvla rules are strict. im not allowed to drive and i wouldnt say im severely mentally impaired - that suggests total lack of control.
