Lambeth parking ticket issued 9pm at night?

Hi all,
Just wondering if anyone could give a bit of advice regarding a PCN my SIL received from Lambeth council the other day. Ive attached (hopefully correctly!) a link for the PCN below.
My SIL had driven to Brixton tube station to pick up her partner and stopped in a loading bay for around 30 seconds while he walked from the station entrance. The ticket states that she had been sat in a loading bay during restricted hours without loading. The thing is when I looked at the time plate, it says "no stopping at any time except for loading - 20 mins max".
Fair enough then that it has been issued at 21:10 hours (although that seems a little odd to me, being so late in the evening as it is) because the restricted times are anytime, but surely the fact that she wasnt loading cant be enough of a stipulation to issue a ticket, can it?
Surely the whole point of a parking restriction is to stop people blocking roads and busy times so then to get a parking ticket so late in the evening and for simply stopping to pick someone up (instead of loading for 20 minutes), seems to smack a little of, dare I say it, extortion!
Anyway, maybe Im missing something and Im sure someone will tell me if I am, but any advice would be appreciated.

Ok, Ill have to get my SIL to scan and email it over to me. Any advice before I can get that done though or is it all dependent on what the rear of the ticket says?0

Ok, so firstly apologies for not replying sooner but Ive only just got the PCN from my SIL and things have been a manic otherwise..... So Anyway, Ive put in a link for a clearer copy of the front of the PCN below along with one for the back now as well.
One thing that i should update on though, which I got wrong in my first post, is that my SIL was actually sat in the bay waiting for her other half for around 15 minutes. Im guessing that probably makes a difference to the whole alighting/exiting argument. I still find it quite irksome though, that youre allowed to loaded/unload for 20 minutes but cant sit there waiting for someone for less than that.
So again, any advice would be greatly appreciated.

Loading bays
In loading bays there is a maximum stay of 20 minutes, however constant activity must be seen. If no activity is seen for five minutes then a penalty charge notice may be issued.
Your only hope will be a screwup on the ticket.I all have learnt is from others on many sites.
Seek legal help if unsure.
Dont pay Private Parking tickets - they are mere invoices.

I don't think the op's sister was loading though, just waiting for a passenger who took 15 minutes to arrive.
I can't see anything adverse on the PCN myself, but it would be worth copying your case and posting a new thread on pepipoo in case they can help. If there's a chance of getting off this PCN they will tell you:

Of course their must be "continious" loading, other wise "loading 20 mins" just becomes "parking" 20 mins" so theres no point in "Loading" bays, only "parking" bays. It doesnt mean "you can load for 5 mins, then "park" for the rest of the 15 mins.
