Vodafone PAC request

Hi all,
I'm have a Vodafone Pay as You Go number that I would like to transfer to my new T-Mobile contract. I've phoned the Porting Helpline at Vodafone (08080 945945) who tell me I need to top-up and use £5 credit before they can issue me a PAC. They claim it says this in the terms and conditions, yet searching their website I find no mention of this and additionally the info about porting says it’s free of charge!

Have you ever used the sim?
If not, it's not live on the network and if it's not live they can't issue a pac for it. I'm guessing that their saying that as £5 is the lowest amount that can be topped up by and therefore setting the sim live. . .0 -
The SIM is fully working. I can make and receive calls and my Vodafone online says I have £2 credit!0

Have you asked them to point out where in their terms and conditions it tells you that? That's always a good one. If you can sit infront of your pc and ask them to guide you to the exact point in their terms and conditions where it says you must pay up the £5. If they can't, tell them to send you your PAC code.
