OP - you need to get copies of everything, but I think that you may have trouble with this. When you live in flats, especially HA ones that are often cheaply made, there is a lot of noise. It may be that you are overreacting over that noise, which has caused this incident. If the HA have not followed their rules then you may be able to stay, but would you really want to?0 -

We don't live in a flat we live in a house and we were unaware when the doorbell rang that it was him, it could have been my son who was due home from work and doesn't always take his key.
Apart from that, violence can never be justified, particularly against someone who is much older than you and not as fit.
I think making a comment is far less serious than coming univited into someone's house, calling damage to their property and hitting them repeatedly.

I should also have said that 'yes' I do want to stay. Why on earth would I want to leave a house that I have lived in very happily for 15 years and spent a lot of money on.
I'm afraid that I am not the sort of person to give anything up without a fight (figuratively speaking) and will see this through to the bitter end.
Added to that I don't class calling up to a closed window to be a bit quiet as 'shouting your mouth off'. Okay he did say 'tart' but it wasn't shouted and is not nearly as bad as what he was called a ci ouple if years ago by them 'c***'0 -

Sorry I assumed that you lived in flat due to your wording. I disagree that violence can never be justified, but in this case I don't think it can, but I do think it can be explained. I think it was a mistake to react to noise like that and instead it would've been better to just have a calm word instead of shouting and escalating the situation.
As I've said before, if you don't want the area manager to know that you've made a complaint, then google the name of the HA and find out who the big boss is and send the complaint, recorded delivery, to him or her. Include the words "Formal Complaint" on the letter and they have to take it seriously. But again on a personal note, it might be better for you to move, because it's unlikely that the HA will find your neighbours at fault, especially as you've complained numerous times and presumably it's been found that they've done nothing wrong.0 -

You might want to leave because your neighbours are as bad as you say?
If the insult wasn't shouted, then how did the neighbours hear it clearly? Is it perhaps that the walls are very thin and noise travels through easily?0 -

Why is it that you pre-judge the case? What make you better informed than the OP about the details of the case?
The OP has told us nothing about the outcome of the previous complaints.
And what possible impact could that have on a decision on an case of assault by someone who is not even a tenant?If you've have not made a mistake, you've made nothing0
