I was due to be reviewed last August and have heard nothing. I assumed it was a policy similar to you suggest, ie. they are holding off reviews until the migration to ESA process is agreed and will review at that point instead.

It seems I was being unfairly suspicious - I finally got around to phoning up to ask about this and was told they had done my review without telling me and had set my next normal review date for October 2012.

Edit: Does anyone know if this means I won't be moved over to ESA until after this date, or is it irrelevant to the migration process?

The intention is to begin the migration process for each individual at the point when their IB would be up for review, that would mean for you the migration process should begin in October 2012 if this process is followed as intended.
