TBH, i doubt that the agent would make up that the vendor has "explicity said they wont sell to you" . It wouldnt be in their interests as theyd be losing out on commission!!!!
Unfortunately there are people out there who just get on their high horse when selling property and think that they can call all the shots and the buyer can like it or lump it. I used to hate dealing with people like this, simply because i found that they were a waste of my time and the potential buyers time.
The only thing to do is decide how much you like the house and how willing are you to try and enter into negotiations with him? Could you handle the possibility that he might accept an offer and then pull out before exchange because you couldnt move within 15mins? If it was me, id steer clear, simply because anyone like that is more trouble than theyre worth. He knows youre interested. Let him come back to you.£2 Savers Club #156!

I was going to say wait 3 - 6 months and if it is still on the market and you are still looking then make an offer but I think I agree with the above - this guy would be a nightmare to deal with so you've had a lucky escape.0

Go knock on the door and ask if its true. It could be EA hog-wash.
If it isn't, at least you'll know.
If it is, you may get to buy it.
Or, get a friend to put in an asking price offer, then muck them about for weeks...!!!0 -
Assuming you still would like to buy it, make your original offer, and then every month reduce it by £1,000 and see at what point they crack.
Unless they’re in a real property hot-spot they’ll find life very hard at the moment.0 -

It's his house and he can sell it to whoever he likes.
Maybe send a friendly note saying no offence was intended and you would really like to negotiate.
Failing that, keep making very low offers. The EA has to pass them on and it will really p*ss him off.Been away for a while.0 -

Vendor may have had the foresight to exclude OP from contract. Agent would then not want OP to buy.
