Can I order a specific landline number from BT?

Only BT and Virgin have the ranges, but as you will have noticed those frims the offer 'virtual diversion' want set up fees and ongoing payments. It is Openreach who are the wolesale supplier, and it is they who release the numbers for re-use. As consumers cannot contact them directly, you're really whistling in the dark.
In a previous life I loved to track down (and be allocated) superb numbers, but this was before the split with Openreach, and I also know Virgin would not release a gold number to anyone who was not a business.
VodaFone have theor own allocation, but you get what you are given, and there is no bespoke request service, but you may wll be lucky and get something worthwhile, you just never know.0
