New line installation - only BT?

Is it still only BT that provides the main installation of a new line? :mad:
My retired, single mother moved into a new build and signed up for the free line installation with an 18mth binding contract for this free installation, with a connection fee of £29.99.
3 MONTHS later she has finally been given another installation date for the line to be installed, on 20th.
1. Does anyone else actually install these lines? (ideally we want to be with Sky but have been told they can only take over the line?)
2. Is there any way out of the 18mth contract?
3. Having just got off the phone to BT, they have offered 3mths free line rental and no other refund/free connection etc as she is already receiving free installation. Nor can the connection fee of £29.99 be refunded.
her mobile phone bill has shot through the roof as that is her only way of contacting anyone (inc BT etc) yet this was not offered in compensation and has caused nothing but problem with their continued postponements of the installation so we really, really do not want to be with BT.
can anyone out there can help us please?

Openreach, which are part of BT, have the monopoly on installing lines for BT and other companies such as Sky. Openreach are hopelessly inefficient and make no attempt to provide any customer service. They take many months and still do not succeed in installing a line, as they do not meet appointment after appointment agreed by BT with the customer.
See whether cable (Virgin Media) is available in your mother's area, as that is the only way to avoid OpenReach.0 -
Frying pan and fire spring to mind.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0

Do you know what caused the delay? As it's a new build, they may have had to provide additional line capacity.0

when the engineer come out 2 weeks before the original booking date he said there would be no problem to hook the building up (its on the main road in a village between esablished shops!).
BT then said that they needed to put a whole new post into the land?? hence the extended delay and 3 further cancelled appointments.

I would like to look into the delay in getting your mothers line activated as going by your post you have been waiting some time already to get the line installed. She has been given a new installation date of 23 July. The very first installation date was 4 May.
We seen the engineer surveying the site approx 28 April.
What details do you need?

If you could send me any order numbers she has been provided which would start with vol011 and her address details I will be able to find the order and make sure everything is going ahead ok with it.
