As a recent MSE user, I think there are quite a few threads around the board as a whole where other people try to do things a bit underhand. Wriggle out of responsbility and debt they legally owe, trick online casinos to get money out of them (though I think there's social justice going on there), and the like. On this board I've suggested making bogus proxy bids on houses to test the vendors expectations, which could be criticised as being underhanded. Some of this depends on our image of the party being at the receiving end of tricks. Make an online casino or gambling organisation the target, and I'd be unlikely to be all that concerned even if the tricks were clearly illegal. But the start of this thread before more details were posted gave me images of a single person enjoying a large property, while children somewhere went without.
I suppose this brings us back to the insufficient amount of social housing in this country. I would much rather be in a society where people such as your mother who has fallen on hard times is provided with safe, clean, appropriate housing. Without someone else having to lose out. Someone please name me a political party I can vote for who will do something serious about these problems.0 -

What you are looking for is an assignment of tenancy. There are clearly defined rights concerning assignments of tenancy. A google search will throw something up. Your Housing Assocaition may grant an assignment under circumstances not fully covered by your rights, most do exercise some amount of discretion. However some are very 'straight down the line' and as assignment rights are legal rights there will be no shifting them if this is their policy and it is within the law.
I'm sure I am right in saying that Mum should have been living with you for at least 12 months before you apply to assign the tenancy to her and that you must be able to prove her residence (through things such as being registered for Council Tax).
Also please check this out but I'm not such that creating a joint tenancy 1st is the right way to go. A tenancy can only be assigned a limited number of times. When you create a joint tenancy you 'assign' half of your tenancy to another person and when you move from a joint to sole tenancy half of the tenancy is being assigned to the remaining tenant. It may be that when you come to remove your name from the joint tenancy that the HA can disallow that assignment and insist on your Mum leaving the property.
However if you are granted the assignement to your Mum as a sole tenant then of course from the time she takes over the tenancy to when you leave the property then your security of tenure is much reduced.
Don't mention your future intentions during any discussions. Intentions are one thing but actually leaving the tenancy is another. Your HA may try to disallow an assignment based on intentions, but as we all know anything can happen.
