How do I complain about VF misselling data usage?

I have two recently acquired HTC Desires on 24 month contracts through Vodafone. One was an upgrade and the other I ported over my number from Orange (which I now bitterly regret).
All the sales people told me the data bundle would be "unlimited" which meant 1 Gigabyte with a fair use policy. Over this you get a letter.
Getting confirmation of this was a nightmare. They never sent any letters to my house, my online account didnt work and still is partly broken.
Their customer support is a nightmare. Everyone you speak to tells you different things, is based in a different country and has no access to eachothers databases.
It transpires, apparently, that what I have ended up with is
Phone 1) 1 Gigabyte of internet with a hard cap
Phone 2) 500 mb with a soft cap
I'm banging my head against a brick wall with them trying to get them to confirm what happens if these limits are breached. Now I just think I've been missold and want to complain.
How can I best proceed complaining about this? And what can I expect? I presume VF will never give me the internet package that was sold to me.

OK someone from VF just called me and my mounting anger has subsided a bit as he was quite helpful.
He's offered to
a) Change both phones to the 1 Gig limit with a hard cap. After this its £5 for another 500 meg.
b) Change both phones to the 500 MB FUP. With the usual vagueness about what happens when you go over.
Phone a will definitely be using more than 500 meg month on month, but probably not more than a Gig. (my wife has a long commute so hammers it on the train)
Phone b, I'm not really sure.
So I'm not really sure what to choose. They both seem pretty unsatisfactory to be honest.0 -
Go with the 1GB, should cover your usage. If you opt for the 500MB FUP and you go over...you'll get a couple of warnings and then they start charging from then on, therefore effectively a 500MB hard limit. Its better to have the initial bigger buffer so there's less chance of you going over in the first place. Thats what I would pick out of the two options.0

Thanks, thats what I was sort of gravitating to.
Its annoying because I was told 1 gig with an fup. Which would have been about right as I think 750 meg to 1.5gig is about right for data usage in a month. So I wanted plans where we wouldnt have to watch the data counter all the time.
The FUP is bewildering as well. Some people report using 4GB a month without a peep from VF. Others get a text message to call customer servives as soon as they hit 500 meg.
The guy said I could leave it as long as I like to decide but it would only be if the data product still existed. i.e. if VF rescind the 1 gig and put everyone on a 500meg hard cap, which seems quite likely, I would have no other alternative.0
