vehicle insurance query

To operate a light van carrying goods for other people I have to have either hauliers insurance or couriers insurance which is far more expensive than insuring my van to carry my own goods. However, despite the extortionate premium charged by the insurance companies, they then refuse to cover the goods I carry in the van and I have to take out a separate insurance to cover the goods (Goods in Transit). I use the same roads as I would if the goods were my own and I can see no justifiable reason why the premium should be so different (it works out to be about 500% more with one company). Can anyone explain this?
