Homebase Store card opened without me applying - how do I complain?

In May, I saw from my Credit Expert account that I had allegedly opened a Homebase store card. Having looked into the dates and tracking back receipts, I realised that this was the day that I was handed a reward card when buying some paint. I was told to sign a form and complete my name and address.
When I phoned to query how this account was opened on the 12th May, I was told that I must have handed over my bank debit card and provided personal details such as date of birth etc or the account couldn't have been opened. I was also told that I would have received a credit agreement and card. None of this was correct. The information on the credit search was incorrect regarding the length of time at my address and it was obvious that they had input some guessed information to open the account. They promised to remove the search and close the account. 2 weeks later it was still there. I had also written to their fraud department and been promised a call back. I was forced to make several follow up calls and finally received a letter on the 18th July which said:
"Thank you for your letter"
We make every effort to ensure that inofrmaiton we provide to Experien is both factual and accurate at the time of filing. If in the event that this is not the case, we will take steps to amend all details.
If you have any further queries or questions, please call us.
Despite several calls to them, they have failed to provide me with any information or close the account and remove the entries from my credit account.
Who can I complain to to get this progressed?

Get in touch with the Information Commissioners Office. It may be a slow process but should get it sorted. However, it may be quicker to complain to the credit reference agency first of all. They'll get in touch with Homebase on your behalf.0

did you receive a gold coloured card through the door not long after?
to apply for the store card all it is basically is to tick a box and show a debit card.0 -
I never received anything. No card or credit agreement. On the day of being in the store I was handed the green reward card only0
